14 января, в городе Шахты Ростовской области обрушились два этажа жилого дома из-за взрыва бытового газа. В результате этого один человек погиб, еще несколько до сих пор находятся под завалами. За две недели до этого, в последний день 2018 года, взрыв газа обрушил целый подъезд девятиэтажного дома в Магнитогорске. Тогда погибли 39 человек. Что становится причиной подобных взрывов? Кто несет за это ответственность? И как себя обезопасить могут жители многоквартирных домов? Обо всем этом АиФ. ru рассказала исполнительный директор НП «ЖКХ Контроль» Светлана Разворотнева.

Экономят на жизни

С момента первой приватизации квартир обслуживание газового оборудования в доме и в конкретной квартире стало зависеть от нас и наших соседей. По закону все газовое оборудование должно регулярно осматриваться профильными лицензированными организациями. Сегодня по сути это свободный рынок, подобными проверками занимаются частные компании. Но обычно в одном регионе работает не более двух-трех таких организаций, а где-то и вовсе одна, она же и поставляет газ. В таком случае цены на ее услуги крайне высоки, а значит спрос небольшой.

Обслуживание газового оборудования (труб, установленных в подъезде) на совести у управляющей компании или ТСЖ. Они должна заключать договор с этими профильными организациями, иначе та же управляющая компания лишится лицензии. Здесь процесс проверки более-менее отлажен и в большинстве своем управляющие компании выполняют его добросовестно. Ведь по закону ремонт должен проходить в первоочередном порядке с оборудованием, представляющим опасность жизни и здоровью граждан. Поэтому большинство домов имеет неизношенное газовое оборудование.

Гораздо сложнее обстоит дело с содержанием и осмотрами внутриквартирного газового оборудования. Каждый собственник квартиры в индивидуальном порядке должен заключить договор со специализированной организацией. Многие этого не делают: либо экономят, либо попросту не знают о том, что это входит в сферу их законных обязанностей. Наказание минимальное: 1000 рублей при первичном нарушении, 2000 рублей — при повторном. По факту практически никого из жильцов за это не штрафуют: попасть в квартиру к частному лицу надзорным органам крайне сложно. Теоретически жильцам, игнорирующим такую норму, могут отключить газ, но юридически сделать это практически невозможно.

Вероятно, что обязанность заключать подобные договоры за собственников переложат на управляющую компанию. Понятно, что в таком случае плата за содержание общедомового имущества вырастет — часть средств пойдет на оплату услуг специализированных компаний. И тогда (если такие компании будут работать на совесть) вероятность взрыва газа сократится в разы, ведь любое нарушение работы газовой системы будет ими устранено.

В случае, если собственник жилья заключил договор со специализированной компанией, то она должна проверять газовое оборудование его квартиры каждые два года. По факту же такие компании даже не носят с собой газовые анализаторы (именно он может сообщить о серьезной поломке оборудования), а лишь подкрашивают стыки и составляют акт о проведенной работе. Естественно, собственник будет уверен, что с его оборудованием все в порядке. Кстати, если же взрыв газа произойдет в квартире, которую проверяла подобная компания, то владельцы жилья теоретически могут подать на нее в суд с требованием возмещения морального и материального вреда. Но им нужно будет еще доказать, что они не делали ремонт, не оставляли включенным газ и пр. Понятно, что сделать это в сгоревшей квартире практически невозможно.

Контроль на автомате

Но на самом деле, как показывает практика, подобные трагедии с завидной регулярностью происходят из-за человеческого фактора. К примеру, в 2017 году взрыв бытового газа в Ижевске произошел по вине одного из его жильцов. Он отсоединил шланг газовой трубы от плиты, чтобы отомстить соседям. И здесь, конечно, предотвратить взрыв сложнее всего: даже если осмотр прошел качественно, он все равно может случиться.

Единственный выход — автоматический контроль. Минстрой в конце 2017 года выступал с предложением установки газовых анализаторов в каждой квартире. Такой прибор может не только анализировать состояние газовой системы, но и, конечно, в идеале такой прибор должен обладать и функцией автоматического отключения газа в случае его утечки. Но от идеи отказались — дорого.

Впрочем, установить такой прибор можно в квартире самостоятельно (существуют и переносные варианты). Звуковым или световым сигналом он сообщит присутствии в воздухе газа, поможет проконтролировать состав газовой смеси и обнаружить утечку. Но все это будет работать в пределах одной комнаты, поэтому устанавливать газоанализатор лучше рядом с потенциально опасными объектами (плитами, каминами и пр.). Цена прибора начинается от 2 тысяч рублей.

Сейчас новые дома выше 8 этажей запрещено оснащать газовым оборудованием. Его заменяют электрическим. И, вероятно, через несколько лет мы забудем о проблеме взрыва бытового газа.
